Community Benefits Agreement (CBA)

Lansing Empowerment Network hosted a discussion with Michigan State University’s Center for Community and Economic Development discussing Community Benefits Agreements (CBAs). This discussion explored how CBAs can bring real change to our neighborhoods — and how Lansing could be next.

"What is a Community Benefits Agreement?"

A Community Benefits Agreement (CBA) is a legally binding contract between a developer and community organizations, where the developer agrees to provide specific benefits—like local hiring, affordable housing, and community programs—to the neighborhood in exchange for the community's public support for the development project. CBAs are used to ensure that large development projects benefit the local community, not just the developer, and give community groups a powerful tool to shape projects and hold developers accountable for their commitments.
